A state split across two time zones closes twice, so the strip above counts down to the next closing and names the last one: Florida’s peninsula closes at 7:00 PM ET and its panhandle at 8:00 PM, which is why every statewide Florida race closes at 8:00. Where a state does not publish precinct counts, the reporting figure is counted votes against the expected turnout for that race.
